James Burton began constructing a brand new town of St Leonards in 1826 despite the fact that the territory was at a time possessed and managed by the Levett’s, a family that came with William the Conqueror. The site of the Warrior Gardens was started as a subscription garden in 1852. The Council bought a portion of land on the south part to build a statue of Queen Victoria in 1902. Everything except the uppermost rose garden area was purchased by the Council in 1920 with the higher garden being given to the Council in 1930. Current developments consist of key re-landscaping and wall refurbishment, accomplished in 2001.
